MACED seeks human resources and compliance coordinator

Overview
MACED is looking for a highly motivated individual to join its staff on a half-time basis as the human resources and compliance coordinator. This position will work closely with other members of the operations team, management and other staff to ensure that MACED complies with applicable laws and regulations. The coordinator supports the development of efficient and flexible systems to manage risks, treat employees fairly and strengthen MACED’s ability to achieve its mission. 

 

Background
The Mountain Association for Community Economic Development (MACED) is a 34 year-old multi-strategy sustainable economic development organization that seeks to create economic alternatives that work for people and places in need throughout Central Appalachia (eastern Kentucky, southeast Ohio, southwest Virginia, northeast Tennessee and West Virginia).

 

MACED is a fast-paced, dynamic and growing organization with a 25-person staff that manages $17 million in total assets. The organization is focusing its efforts squarely on sustainable development and change strategies that generate economic and environmental benefits to local people and places. These strategies include: 1) providing financial capital and expertise to individuals, businesses and communities, 2) conducting research and engaging in effective communications to support good public policy, and 3) demonstrating effective community economic development efforts that make a difference. MACED has recently completed a new strategic plan that focuses on two sectors (new energy and sustainable forestry), deepens our commitment to entrepreneur and enterprise development, and promotes the development of a new economic vision in Appalachia.

 

Operations Team
The human resources and compliance coordinator will be part of the operations team whose purpose is to ensure the smooth functioning of MACED’s operational and administrative systems in support of MACED’s mission, goals, program activities and staff. The operations team strives to sustain an upbeat environment where outstanding work gets done with minimal friction from administrative functions. The operations team uses planning, trouble-shooting and continuous improvement processes.

 

Position Description
Duties and responsibilities include but are not limited to the following areas:

Following risk tolerance guidance provided by management, ensure appropriate risk management practices for MACED operations

• Negotiate and recommend insurance contracts.

• Develop and implement occupational safety policies and practices.

• Maintain staff handbook to comply with all applicable laws and regulations while also meeting staff needs for a readable, easily accessible tool.

•Recommend changes to personnel policies to comply with all applicable laws and regulations.

 

Manage compliance of all benefits programs, hiring and termination processes

• Stay up-to-date on laws, regulations and provider policies related to employee benefits, and follow through to make changes as appropriate.

• Maintain hiring and termination process guidelines.

• Develop and maintain standard forms for human resources functions.

• Advise and train management, supervisors and other staff as appropriate in legal and best practices HR compliance matters.

• Review and approve position descriptions, position announcements and advertising for open positions.

• Conduct or arrange for exit interviews of departing staff.

 

Review and Approve Contracts

• Review grant awards, follow up on any issues of concern and recommend signature by president or other appropriate staff person.

• Review and approve all contracts with consultants and other vendors before they are executed.

• Review and approve all contracts through which MACED provides services before they are executed.

• Review and approve all re-grant agreements before they are executed.

 

General

• Undertake research projects, design systems and implement a variety of initiatives in the human resources and compliance areas.

• Participate in operations team meetings and activities.

• Practice safety in all aspects of the job.

• Other duties as assigned.

 

Minimum Qualifications and Characteristics

• College graduate with strong verbal and text comprehension skills.

• Ability to write clear explanations and instructions.

• Experience in human resources management and/or legal field.

• Work habits that are well-organized, attentive to detail, flexible, able to consider a problem from multiple perspectives and able to work on multiple projects at once.

• Ability to work successfully on a team with diverse members.

• Word-processing skills (MS Word). 

• Strong written and interpersonal communication skills.

• Close vision with or without corrective lenses necessary for computer work; manual dexterity needed to operate computer.

 

Preferred Qualifications and Characteristics

• Experience in writing policies and procedures.

• Interest in Appalachian region.

 

Additional Information
The position is a half-time position with a competitive salary, based on experience and a generous prorated benefits package. Position is based in Berea, Kentucky.
